REINVESTMENT INCENTIVE PROGRAM
The Reinvestment Incentive Program
creates and opportunity whereby property owners that wish to invest in the City of Seaford may apply for and, if qualified, be granted a sum of money to offer assistance for the startup costs associated with a new business. SIDEWALK LOAN PROGRAM
A property owner who has received an estimate for sidewalk and/or curbing installation may apply for a 0% interest loan from the City, through our sidwalk loan program. The property owner’s sidewalk and/or curbing installation must be in accordance with the City’s established specifications. The maximum loan amount of three thousand dollars per property (unless the property is located on a corner lot, then the maximum amount of the loan shall be six thousand dollars) is to be reimbursed to the City by the Property Owner within four years of completion of the installation at no interest; payments are to be made at a minimum of four (4) annual installments of one-fourth (1/4) the total amount each year. DOWNTOWN DEVELOPMENT DISTRICT (DDD) GRANT
On January 11th, Governor Markell designated Seaford as one of Delaware’s three Downtown Development Districts. With this designation comes access to the Downtown Development District (DDD) Grant program and other incentives to leverage private investment to improve downtown, improve housing stock, and draw new business.
