"Information For Bidders"

All BIDS must be made on the required BID proposal form. All blank spaces for BID prices must be filled in, in ink, or type written, and the BID form must be fully completed and executed when submitted. At least one copy of the BID form is required. If additional copies are needed, the bid documents would outline the quantity needed. BIDS and/or alternate bids submitted by FAX will not be accepted.

BIDDERS must satisfy themselves of the accuracy of the required work in the BID documents by a review of the CONTRACT DOCUMENTS. After BIDS have been submitted, the BIDDER shall not assert that there was a misunderstanding concerning the locations of service, number of uniforms provided, use of property, or any conditions outlined in the CONTRACT DOCUMENTS.

A conditional or qualified BID will not be accepted. Each BIDDER is responsible for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure of the BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation respective to their BID.

Tull Drive Extension

Sealed bids will be received by the City Manager of the City of Seaford, 414 High Street, Seaford, DE 19973, until 2:00 p.m., prevailing time on Wednesday, July 17, 2019 for “Tull Drive Extension” All bids will be opened in the City Hall Council Chambers and read aloud at this time.  The City Manager and staff will then evaluate them for compliance. 
 
The bids may be presented to the Mayor and Council at their regular meeting on July 23, 2019 at 7:00 p.m., in the City Hall Council Chambers, 414 High Street. They may be awarded at this time.  The Mayor and Council reserve the right to reject any and all bids.
 
Bids must be submitted in a sealed envelope, addressed ATTN:  Charles Anderson, City Manager, City of Seaford, P.O. Box 1100, Seaford, DE 19973.  The outside of the envelope must be marked “Attn: City Manager, “Tull Drive Extension,” and the bidder’s name shall be shown thereon.  All proposals must be made on the bid form provided in the specifications.  All proposals must conform to the bid documents.  Any exceptions will be evaluated for suitability and acceptance is at the sole discretion of the owner.
 
A bid bond must accompany each bid.  The bid bond shall be equal to five percent of the total project bid. The successful bidder must present the City Manager with a performance bond in an amount equal to the proposed schedule of work agreed to by the contract. 
 
The successful bidder shall also secure and maintain, at its own expense, during the contract term, the types and limits of insurance outlined in the contract documents.
 
A project drawing will be available at the City of Seaford, 414 High Street, Seaford, Delaware 19973.  This drawing will be made part of these CONTRACT DOCUMENTS and is a construction plan titled “Tull Drive Extension” dated April 2019 prepared by George, Miles & Buhr (herein “the Plan”).  Copies may be obtained by calling Tracy Torbert, Executive Secretary, at (302) 629-9173
 
A non-mandatory pre-bid meeting will be held 2:00 p.m. on Wednesday July 10, 2019, in the conference room of the City of Seaford Utility Building at 8000 Herring Run Road.  The purpose of this meeting is to allow bidders to ask questions, or voice any concerns pertaining to the bid, prior to the bid opening on July 17, 2019.  At no time during this meeting, will any figures be discussed or revealed.
 
No bids may be withdrawn after the scheduled time from the receipt of bids for a period of thirty days.  The City of Seaford reserves the right to reject any and all bids and to waive any or all informalities in any bid or bids.

NOTICE TO BIDDERS
Notice is hereby given that City of Seaford, hereinafter referred to as the OWNER, shall recieve sealed bids for the following waterworks improvements:
 
300,000 Gallon Steel Elevated Tank in Seaford, Delaware: The complete cleaning and repainting of the interior surfaces, and the complete cleaning and repainting of the exterior surfaces with containment. Work items include: repair of concrete and grout; furnishing and installation of new exterior ladder safe-climbing devices, self-closing gate at balcony access, and screen for roof vent pallet; modification of roof manhole cover; including other miscellaneous repairs and incidenital items. 
 
 Bids will be recieved by City of Seaford, PO Box 1100, 414 High Street, Seaford, DE, 19973 until the 11th day of July, 2019 at 2:00 p.m., local time. Said bids will at that time be publicly opened and read aloud. Any bid received later than the above time will be returned unopened.

REQUEST FOR PROPOSALS

Pension Plan Actuarial Services

The City of Seaford, Delaware is requesting proposals for actuarial services related to the City of Seaford, Delaware Pension Plan for General Employees and Postretirement Welfare Plan.
 
There is no expressed or implied obligation for the City to reimburse responding firms for any expenses incurred in preparing proposals in response to this request.
 
Proposals must be submitted in accordance with the Instructions to Proposers.  To be considered, four (4) copies of a proposal must be received by the City Manager, by mail at P.O. Box 1100, Seaford, Delaware 19973 or by delivery at 414 High Street, Seaford, Delaware 19973 by the time and date stated in the instructions.  The City reserves the right to reject any or all proposals submitted. The proposals will be evaluated by a committee comprised of personnel from the City Manager’s Office, City Council, and other City staff.   
 
During the evaluation process, the City reserves the right; where it may serve the City’s best interest, to request additional information or clarifications from proposers, or to allow corrections of errors or omissions.  At the discretion of the City, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.
 
The City reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected.  Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City and the firm selected.
 
It is anticipated the selection of a firm will be recommended to City Council at their regular meeting on August 13, 2019 Following the notification of the selected firm it is expected a contract will be executed between both parties by September 1, 2019.
