"Information For Bidders"

All BIDS must be made on the required BID proposal form. All blank spaces for BID prices must be filled in, in ink, or type written, and the BID form must be fully completed and executed when submitted. At least one copy of the BID form is required. If additional copies are needed, the bid documents would outline the quantity needed. BIDS and/or alternate bids submitted by FAX will not be accepted.

BIDDERS must satisfy themselves of the accuracy of the required work in the BID documents by a review of the CONTRACT DOCUMENTS. After BIDS have been submitted, the BIDDER shall not assert that there was a misunderstanding concerning the locations of service, number of uniforms provided, use of property, or any conditions outlined in the CONTRACT DOCUMENTS.

A conditional or qualified BID will not be accepted. Each BIDDER is responsible for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure of the BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation respective to their BID.

Clean Up Week

BID NOTICE
BIDS Will be received by the City of Seaford (herein called the “Owner”) at the office of the City Manager, City Hall, 414 High Street, Seaford, Delaware until 2:30 p.m. prevailing time, on Wednesday, April 5, 2017 and then publicly opened in the City Council Chambers and read aloud.
Each BID must be submitted in a sealed envelope, addressed to the City of Seaford, Attn: City Manager, 414 High Street, PO Box 1100, Seaford, DE 19973. Each sealed envelope containing a bid must be plainly marked on the outside as “Bid Response – Clean Up Week” and the envelope should bear on the outside containing the BID must be enclosed in another envelope addressed to the OWNER. Any BID received after that time and date specified shall not be considered.

Street Paving Bids 2017

Bid Notice

Sealed bids will be received by the City Manager of the City of Seaford, 414 High Street, Seaford, DE 19973, until 2:15 p.m., prevailing time on Wednesday, April 5, 2017 for “Street Paving Bids 2017.”  All bids will be opened in the City Hall Council Chambers and read aloud at this time.  The City Manager and staff will then evaluate them for compliance. 

 

The bids may be presented to the Mayor and Council at their regular meeting on April 11, 2017 at 7:00 p.m., in the City Hall Council Chambers, 414 High Street. They may be awarded at this time.  The Mayor and Council reserve the right to reject any and all bids.

 

Bids must be submitted in a sealed envelope, addressed ATTN:  Dolores Slatcher, City Manager, City of Seaford, P.O. Box 1100, Seaford, DE 19973.  The outside of the envelope must be marked “Attn: City Manager, Street Paving Bids 2017,” and the bidder’s name shall be shown thereon.  All proposals must be made on the bid form provided in the specifications.  All proposals must conform to the bid documents.  Faxed or e-mailed bids will not be accepted.  Any exceptions will be evaluated for suitability and acceptance is at the sole discretion of the owner.

 

A bid bond must accompany each bid.  The bid bond shall be equal to five percent of the total street improvements bid. The successful bidder must present the City Manager with a performance bond or bonds in an amount equal to the proposed schedule of work agreed to by the contract. 

 

The successful bidder shall also secure and maintain, at its own expense, during the contract term, the types and limits of insurance outlined in the contract documents.

A non-mandatory pre-bid meeting will be held on Wednesday, March 29, 2017, at 2:30 p.m. in the conference room of the City of Seaford Utility Building at 8000 Herring Run Road.  The purpose of this meeting is to allow bidders to ask questions, or voice any concerns pertaining to the bid, prior to the bid opening on April 5th.  At no time during this meeting will any figures be discussed or revealed.

 

No bids may be withdrawn after the scheduled time from the receipt of bids for a period of thirty (30) days.  The City of Seaford reserves the right to reject any and all bids and to waive any or all informalities in any bid or bids.

(herein after “DEMEC” or “Owner”) 22 Artisan Drive, Smyrna, DE 19977, until 2:00 p.m., prevailing time on Wednesday, April 5th, 2017 for “Circuit 210 Relocation – Pine Street Substation”.  All bids will be opened and read aloud at this time.  DEMEC and City of Seaford staff will then evaluate the bids for compliance with bid specification documents. 
 
Bids must be submitted in a sealed envelope, addressed ATTN: Patrick E. McCullar, President & CEO, Delaware Municipal Electric Corporation, Inc., 22 Artisan Drive, Smyrna, DE 19977.  The outside of the envelope must be clearly marked “Attn: Patrick E. A pre-bid meeting will be held on Wednesday March 29th, 2017, at 10:00 a.m. in The City of Seaford Council Chambers located at 414 High Street, Seaford, DE  19973.  The purpose of this meeting is to allow potential vendors to ask questions, or voice any concerns pertaining to the scope of work, prior to the bid opening.  At no time during this meeting will any figures be discussed or revealed. City staff will also facilitate a site visit to the project location after the meeting for any interested parties.
