"Information For Bidders"

All BIDS must be made on the required BID proposal form. All blank spaces for BID prices must be filled in, in ink, or type written, and the BID form must be fully completed and executed when submitted. At least one copy of the BID form is required. If additional copies are needed, the bid documents would outline the quantity needed. BIDS and/or alternate bids submitted by FAX will not be accepted.

BIDDERS must satisfy themselves of the accuracy of the required work in the BID documents by a review of the CONTRACT DOCUMENTS. After BIDS have been submitted, the BIDDER shall not assert that there was a misunderstanding concerning the locations of service, number of uniforms provided, use of property, or any conditions outlined in the CONTRACT DOCUMENTS.

A conditional or qualified BID will not be accepted. Each BIDDER is responsible for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure of the BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation respective to their BID.

Streets Paving Bids 2020

Bid Notice

Sealed bids will be received by the City Manager of the City of Seaford, 414 High Street, Seaford, DE 19973, until 2:00 p.m., prevailing time on Thursday, August 20, 2020 for “Street Paving Bids 2020.”  All bids will be opened in the City Hall Council Chambers and read aloud at this time.  The City Manager and staff will then evaluate them for compliance. 
The bids may be presented to the Mayor and Council at their regular meeting on August 25, 2020 at 7:00 p.m., in the City Hall Council Chambers, 414 High Street. They may be awarded at this time.  The Mayor and Council reserve the right to reject any and all bids.
Bids must be submitted in a sealed envelope, addressed ATTN:  Charles Anderson, City Manager, City of Seaford, P.O. Box 1100, Seaford, DE 19973.  The outside of the envelope must be marked “Attn: City Manager, Street Paving Bids 2020,” and the bidder’s name shall be shown thereon.  All proposals must be made on the bid form provided in the specifications.  All proposals must conform to the bid documents.  Faxed or e-mailed bids will not be accepted.  Any exceptions will be evaluated for suitability and acceptance is at the sole discretion of the owner.
A bid bond must accompany each bid.  The bid bond shall be equal to five percent of the total street improvements bid. The successful bidder must present the City Manager with a performance bond or bonds in an amount equal to the proposed schedule of work agreed to by the contract. 
The successful bidder shall also secure and maintain, at its own expense, during the contract term, the types and limits of insurance outlined in the contract documents.

No bids may be withdrawn after the scheduled time from the receipt of bids for a period of thirty (30) days.  The City of Seaford reserves the right to reject any and all bids and to waive any or all informalities in any bid or bids.

Oyster House Park: Phase 1


Sealed Bids for the OYSTER HOUSE PARK – Phase #1; project # LAS 2020 – 11 will be received by the City of Seaford, Delaware at the Seaford City Hall, 414 High Street, Seaford, DE 19973 until 2 p.m.  local time on day September 2nd, 2020, at which time they will be publicly opened and read aloud in the City of Seaford’s Council Chambers.    Bidder bears the risk of late delivery.   Any bids received after the stated time will be returned unopened.
Provide all labor, materials, equipment, tools & mobilization for a raised boardwalk, bulkhead. The project scope of work generally includes: sediment & erosion control, earthwork, site work, construction of 359 sf composite decking Boardwalk on driven piles with TSYP structure and aluminum safety fence; construction of 825 sf composite decking Deck on driven piles with TSYP structure; construction of 225 sf Pier on drive piles with TSYP structure; installation of (1) aluminum gangway, (2) aluminum floating dock with ADA Kayak launch, miscellaneous site furnishings and aquatic plantings as described in the contract documents.
A NON-MANDATORY Pre-Bid Meeting will be held on Tuesday, August 11, 2020 at 1:30 p.m. at the project site between Cannon Street and Pearl Street on the Nanticoke River, Seaford, DE for the purpose of establishing the listing of subcontractors and to answer questions.  Representatives of each party to any Joint Venture are encouraged to attend this meeting.  ATTENDANCE OF THIS MEETING IS NOT REQUIRED FOR BIDDING ON THIS CONTRACT, BUT IS STRONGLY RECOMMENDED.

Contract documents may be obtained at the office of the Landscape Architect, Landscape Architectural Services, LLC, 3204 Firetower Rd., Felton, DE l9943 upon receipt of $75.00 (for a printed copy plus shipping cost paid by the bidder). $50.00 (for an electronic copy), non-refundable.  Checks are to be made payable to Landscape Architectural Services, LLC contact, Matt Spong, R.L.A., at matt@las-llc.net  or Trisha Sawicki,  trisha@las-llc.net 302-284-4578 to arrange a time for pickup. Contract documents will be available for purchase at the Pre-Bid meeting.
This project is subject to the State of Delaware’s prevailing rate regulations. 
Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender identity or national origin in consideration of this award, and Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business Enterprises will be afforded full opportunity to submit bids on this contract.  Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates.  The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract.  The Owner reserves the right to reject any or all bids and to waive any informalities therein.  The Owner may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days notice by certified delivery, facsimile machine or other electronic means to those bidders receiving plans.
The Contractor shall comply with all requirements set forth in Section 6962, Chapter 69, Title 29 of the Delaware Code.
During the contract Work, the Contractor and each Subcontractor, shall implement an Employee Drug Testing Program in accordance with OMB Regulation 4104 - “Regulations for the Drug Testing of Contractor and Subcontractor Employees Working on “Large Public Works Projects”.  “Large Public Works” is based upon the current threshold required for bidding Public Works as set by the Purchasing and Contracting Advisory Council.
