"Information For Bidders"

All BIDS must be made on the required BID proposal form. All blank spaces for BID prices must be filled in, in ink, or type written, and the BID form must be fully completed and executed when submitted. At least one copy of the BID form is required. If additional copies are needed, the bid documents would outline the quantity needed. BIDS and/or alternate bids submitted by FAX will not be accepted.

BIDDERS must satisfy themselves of the accuracy of the required work in the BID documents by a review of the CONTRACT DOCUMENTS. After BIDS have been submitted, the BIDDER shall not assert that there was a misunderstanding concerning the locations of service, number of uniforms provided, use of property, or any conditions outlined in the CONTRACT DOCUMENTS.

A conditional or qualified BID will not be accepted. Each BIDDER is responsible for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure of the BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation respective to their BID.

Route 13 North Water Extension

Sealed bids will be received by the City of Seaford (herein called the "OWNER") at the office of the City Manager, City Hall, 414 High Street, Seaford DE, 19973 until 11:00 A.M., local time, on Friday, February 21, 2020 and then, at said location, publicly opened and read aloud.
 
ROUTE 13 NORTH WATER EXTENSION

CONTRACT DURATION: 115 CALENDAR DAYS
ADD ALTERNATE SCHEDULE 1: ADD 15 DAYS TO DURATION
ADD ALTERNATE SCHEDULE 2: ADD 20 DAYS TO DURATION
 
Work consists of the following: furnishing and installing approximately 3,438 linear feet of 16-inch PVC water main, 265 linear feet of 10-inch PVC water main, two (2) water services complete with curb box and meter pit, three (3) 16-inch gate valves, one (1) 10-inch gate valve, four (4) fire hydrants, assemblies, and 6” gate valve, pavement and site restoration and appurtenances. There are two add alternate schedules within the bid. Add alternate schedule 1 is as follows: furnishing and installing approximately 909 linear feet of 16-inch PVC water main, two (2) water services complete with curb box and meter pit, and two (2) fire hydrants, assemblies, and 6” gate valves, and appurtenances. Add alternate schedule 2 is as follows: furnishing and installing approximately 547 linear feet of 16-inch PVC water main, 646 linear feet of directionally drilled 16-inch HDPE water main, two (2) 16-inch gate valves, two (2) water services complete with curb box and meter pit, one (1) water sampling/meter station complete and one (1) fire hydrant, assembly, and 6” gate valve, and appurtenances.
 
Contract documents may be examined at the offices of the City Manager, City Hall, 414 High Street, Seaford DE, 19973 and George, Miles & Buhr, 400 High Street, Seaford, DE 19973. Copies of the Contract Documents may be obtained at the office of George, Miles and Buhr, LLC, 400 High Street, Seaford, DE 19973, upon payment of Seventy-Five Dollars ($75.00) for each set, non-refundable. Checks made payable to George, Miles & Buhr. No Bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.
 
The right is reserved, as the interest of the City of Seaford may appear, to reject any and all bids, to waive any informalities in bids received, and to accept or reject any items of any bid.
 
Contractors who submit a bid on this project shall be qualified and experienced in projects of similar size, type and complexity.  Each BID must be accompanied by a Contractor Qualification Statement, which shall present evidence of successfully completing three (3) or more similar construction projects within the last five (5) years.  Provide project name and location, owner contact information, project description, change order history, construction cost and completion date.
 
A pre–bid meeting will be held at 2:00 P.M. local time Wednesday, February 5, 2020, at the City Hall, 414 High Street, Seaford DE, to allow Contractors an opportunity to obtain information on the project from the Consulting Engineer and the Owner.
 
The bids may be presented to the Mayor and Council at their regular meeting on Tuesday, March 10, 2020, at 7:00 p.m., in Council Chambers, 414 High Street. They may be awarded at this time.  The Mayor and Council reserve the right to reject any and all bids.

Christmas Lights

INVITATION TO BID
 
The City of Seaford is accepting sealed bids for the sale of (21) Candlelight and (6) Tree used Christmas ornaments, with a minimum bid set at $50.00 each. Please note that the used ornaments are in varying states of function and condition and they are sold in an “as-is where-is condition”. The dimensions are the lights are as follows: Candles 9’ 6” tall and 6’ wide and the trees are 10’ tall and 3’ 6” wide.
 
All bids must be submitted in a sealed envelope, ATTN: Charles Anderson, City Manager, City of Seaford, PO Box 1100, Seaford, DE, 19973 and on the outside, it must be marked “ATTN City Manager Christmas Lights Bid”.
 
The bid opening will be held on Wednesday, February 19, 2020 at 2:00 p.m. inside the Council Chambers at City Hall, 414 High Street, Seaford, DE.
 
The bids may be submitted to Mayor and Council for award on February 25, 2020.

Clean Up Week

BID NOTICE
 
Bids will be received by the City of Seaford (herein called the “Owner”) at the office of the City Manager, City Hall, 414 High Street, Seaford, Delaware until 2:00 p.m. prevailing time, on Wednesday, April 8, 2020 and then publicly opened in the City Council Chambers and read aloud.
Each bid must be submitted in a sealed envelope, addressed to the City of Seaford, Attn: City Manager, 414 High Street, PO Box 1100, Seaford, DE 19973. Each sealed envelope containing a bid must be plainly marked on the outside as “Bid Response – Clean Up Week” and the envelope should bear on the outside containing the BID must be enclosed in another envelope addressed to the OWNER. Any BID received after that time and date specified shall not be considered.
