"Information For Bidders"

All BIDS must be made on the required BID proposal form. All blank spaces for BID prices must be filled in, in ink, or type written, and the BID form must be fully completed and executed when submitted. At least one copy of the BID form is required. If additional copies are needed, the bid documents would outline the quantity needed. BIDS and/or alternate bids submitted by FAX will not be accepted.

BIDDERS must satisfy themselves of the accuracy of the required work in the BID documents by a review of the CONTRACT DOCUMENTS. After BIDS have been submitted, the BIDDER shall not assert that there was a misunderstanding concerning the locations of service, number of uniforms provided, use of property, or any conditions outlined in the CONTRACT DOCUMENTS.

A conditional or qualified BID will not be accepted. Each BIDDER is responsible for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure of the BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation respective to their BID.

Sealed Bids will be received by the City Manager of the City of Seaford, 414 High Street, P.O. Box 1100, Seaford, DE 19973, until 2:15 p.m., standing time on May 2, 2018 for Trash Collection at all City Facilities. The bids will be opened at such time in the City Council Chambers at City Hall, 414 High Street, Seaford, DE and read aloud.  They will then be evaluated for bid compliance.
 
Failure to bid on the total components as stated may disqualify your bid.  The Mayor and Council reserve the right to reject any and all bids.
 
Mayor and Council may award the bid at their regular meeting on May 8, 2018.

Street Paving Bids 2018

Sealed bids will be received by the City Manager of the City of Seaford, 414 High Street, Seaford, DE 19973, until 2:30 p.m., prevailing time on Wednesday, May 2, 2018 for “Street Paving Bids 2018.”  All bids will be opened in the City Hall Council Chambers and read aloud at this time.  The City Manager and staff will then evaluate them for compliance. 

 

The bids may be presented to the Mayor and Council at their regular meeting on May 8, 2018 at 7:00 p.m., in the City Hall Council Chambers, 414 High Street. They may be awarded at this time.  The Mayor and Council reserve the right to reject any and all bids.

 

Bids must be submitted in a sealed envelope, addressed ATTN:  Charles Anderson, City Manager, City of Seaford, P.O. Box 1100, Seaford, DE 19973.  The outside of the envelope must be marked “Attn: City Manager, Street Paving Bids 2018,” and the bidder’s name shall be shown thereon.  All proposals must be made on the bid form provided in the specifications.  All proposals must conform to the bid documents.  Faxed or e-mailed bids will not be accepted.  Any exceptions will be evaluated for suitability and acceptance is at the sole discretion of the owner.

 

A bid bond must accompany each bid.  The bid bond shall be equal to five percent of the total street improvements bid. The successful bidder must present the City Manager with a performance bond or bonds in an amount equal to the proposed schedule of work agreed to by the contract. 

 

The successful bidder shall also secure and maintain, at its own expense, during the contract term, the types and limits of insurance outlined in the contract documents.

A non-mandatory pre-bid meeting will be held on Wednesday, April 25, 2018, at 2:30 p.m. in the conference room of the City of Seaford Utility Building at 8000 Herring Run Road.  The purpose of this meeting is to allow bidders to ask questions, or voice any concerns pertaining to the bid, prior to the bid opening on May 2nd.  At no time during this meeting will any figures be discussed or revealed.

 

No bids may be withdrawn after the scheduled time from the receipt of bids for a period of thirty (30) days.  The City of Seaford reserves the right to reject any and all bids and to waive any or all informalities in any bid or bids.

2020 City Comprehensive Plan Update

 

REQUEST FOR QUALIFICATIONS:

2020 City of Seaford Comprehensive Plan Update

OVERVIEW:

 
The City of Seaford, Delaware is seeking proposals, from a State of Delaware Licensed engineering/planning firm, to provide consulting services for the 2020 City Comprehensive Plan Update.  It is the intent of this Request for Qualifications (RFQ) to have the successful firm, enter into a Professional Services Contract with the City of Seaford to supply engineering, mapping and planning services as outlined herein. Proposals will be accepted until May 18, 2018 and should be submitted to Tracy Torbert at ttorbert@seafordde.com. BACKGROUND:

 
The City of Seaford is located along the Route 13 corridor of western Sussex County with close proximity to the beaches to the east and Maryland communities to the west.  The City population is currently 6,928 persons with a Median Household income (MHI) of $40,000 (www.factfinder.census.gov, n.d.).  The City is governed by an elected Mayor and five at-large councilpersons.  The City of Seaford serves as the economic center for the greater region with a hospital, schools, shopping and other economic development opportunities for its residents and visitors.
 
The current Comprehensive Plan was approved by Governor Jack Markell and is certified until January 10, 2020.  The City desires to complete the Comprehensive Plan update and certification process prior to the January 2020 date.
 
The City of Seaford staff submitted the existing Comprehensive Plan document and all relevant updates to the Delaware Office of State Planning (OSP) for a “pre-update review”.  The comment letter that was generated as a result of this review is attached to this proposal for the consultant’s information.   Please note that the successful consultant will be required to produce a final product that will meet all requirements of the OSP to receive plan certification to include all maps, text, tables, citations and other relevant information.  All required elements of the plan must be included and appropriately addressed.  It is strongly recommended that the plan follow the guidelines established in Title 22 Section 702 Delaware Code.   The checklist can be downloaded from the State of Delaware website:  https://stateplanning.delaware.gov/docs/comprehensive-plan-checklist-guide.pdf
