All BIDS must be made on the required BID proposal form. All blank spaces for BID prices must be filled in, in ink, or type written, and the BID form must be fully completed and executed when submitted. At least one copy of the BID form is required. If additional copies are needed, the bid documents would outline the quantity needed. BIDS and/or alternate bids submitted by FAX will not be accepted.

BIDDERS must satisfy themselves of the accuracy of the required work in the BID documents by a review of the CONTRACT DOCUMENTS. After BIDS have been submitted, the BIDDER shall not assert that there was a misunderstanding concerning the locations of service, number of uniforms provided, use of property, or any conditions outlined in the CONTRACT DOCUMENTS.

A conditional or qualified BID will not be accepted. Each BIDDER is responsible for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure of the BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation respective to their BID.

Clean Up Week

Bids will be received by the City of Seaford (herein called the “Owner”) at the office of the City Manager, City Hall, 414 High Street, Seaford, Delaware until 2:00 p.m. prevailing time, on Wednesday, April 8, 2020 and then publicly opened in the City Council Chambers and read aloud.
Each bid must be submitted in a sealed envelope, addressed to the City of Seaford, Attn: City Manager, 414 High Street, PO Box 1100, Seaford, DE 19973. Each sealed envelope containing a bid must be plainly marked on the outside as “Bid Response – Clean Up Week” and the envelope should bear on the outside containing the BID must be enclosed in another envelope addressed to the OWNER. Any BID received after that time and date specified shall not be considered.

Used Christmas Ornaments

 
The City of Seaford is offering for the sale (21) Candlelight and (6) Tree used Christmas ornaments for a price of $50.00 each. Please note that the used ornaments are in varying states of function and condition and they are sold in an “as-is where-is condition”. The dimensions of the lights are as follows: Candles 9’- 6” tall and 6’ wide and the trees are 10’ tall and 3’- 6” wide.
 
The lights and ornaments will be sold on a first come, first served basis. If you are interested in purchasing a light, please contact Tracy Torbert, City Clerk at 302-629-9173.

Renovation of the Seaford Police Department

 
DIVISION 0 - BIDDING REQUIREMENTS,

INVITATION TO BID
 
You are invited to bid on a General Contract for the renovation of the Seaford Police Department located at 300 Virginia Avenue in Seaford, Delaware.  The construction work under this contract will be broken into two phases that will run sequentially from the first to the second without interruption.  Phase one shall consist of the renovation work to the existing detached garage building, re-roofing of the main building and the Lobby renovation to the main building.   The garage work shall consist of adding new door and frame openings, the creation of new evidence and gym spaces, new concrete walkway, and the removal of the existing garage roof and replace with new, along with any trim, flashing, gutters and downspouts as required.  Site work shall consist of miscellaneous construction of drainage elements, sidewalks and fencing.  The Lobby renovation shall consist of the construction of a new vestibule, renovation of the single occupancy toilets off the Lobby, a new feature wall and new flooring and ceilings.  Phase two shall consist of both the Men’s and Women’s Locker Room renovations as well as the replacement of damaged/discolored ceiling grid and tiles throughout the station.  The contract is also to include furnishing a temporary six shower/bathroom trailer to be located on site while the locker room work is being completed.  Rent and maintenance of a trailer to be the responsibility of the contractor.  The Contractor shall provide all necessary labor, equipment, tools, materials and incidentals, and shall perform all operations required to completely finish all of the work in the manner approved by the Architect.
 
Potential bidders are hereby notified that this facility is critical to public safety and as such the requirement for department occupancy 100% of the time is of the highest importance.  The contractor shall order his materials and schedule his work in a way that will limit disruption and down time to the facility.     Existing vehicular and pedestrian access ways to the facility may not be encumbered by contractor operations and will be closely coordinated by department personnel. 
 
Subcontractors shall be qualified and experienced in projects of similar size, type and complexity as this one, and shall be subject, if requested by the Owner, to submit evidence of same prior to execution of the construction contract.
 
Bids must be on a lump sum basis and may not be withdrawn for 90 days.
 
A pre-bid meeting will be held at the Seaford Police Department in the Roll Call Room, Seaford, DE 19973 on Wednesday, March 18, 2020, at 2:00 p.m. Attendance is not mandatory but strongly suggested.  By submitting their bid, Bidders acknowledge they have examined the site in sufficient detail and familiarized themselves to prepare a complete and responsible bid for the specified work. No claims will be approved during construction for items that can be reasonably verified by field examination.
 
Written questions will be accepted and answered via Addenda if submitted to George, Miles and Buhr, LCC (GMB) by 5:00 p.m. on Wednesday, April 1, 2020. Questions shall be submitted via email to mhelfrich@gmbnet.com, or by fax to 410-548-5790.  Questions shall include the project name in subject heading.
 
The City of Seaford will receive bids until 2:30 p.m. on Wednesday, April 8, 2020, in the offices of the City of Seaford, 414 High Street, Seaford, Delaware 19973. Bids received after this time will not be accepted. Bids will be opened publicly and read aloud after the specified closing time.  

Bidders may purchase full set copies of the drawings and specifications from DiCarlo Printing, 2006 Northwood Drive, Salisbury, Maryland for a sum determined by the printer. DiCarlo Printing and Business Document Solutions will issue all addenda and maintain a plan holder list of firms who have purchased drawings and specifications. No electronic files or hardcopy documents will be available from the Architect for bidding purposes.

 
Bidders must be registered to perform work in the State of Delaware and shall include their license number on the Bid Form.
 
Bid Security in the amount of five (5) percent of the Bid must accompany each bid in the Instructions to Bidders. The successful Bidder’s security will be retained until he has signed the Contract and furnished a Performance Bond and a Payment Bond AIA Document A312, each in the amount of the contract sum.
 
The right is reserved, as the interests of the Owner may appear, to reject any and all bids, to waive any informality in bids received, and to accept or reject any items of any bid.

Sealed Bids will be received by the City Manager of the City of Seaford, 414 High Street, P.O. Box 1100, Seaford, DE 19973, until 2:00 p.m., standing time on May 6, 2020 for Trash & Recycling Collection at all City Facilities. The bids will be opened at such time in the City Council Chambers at City Hall, 414 High Street, Seaford, DE and read aloud.  They will then be evaluated for bid compliance.
 
Failure to bid on the total components as stated may disqualify your bid.  The Mayor and Council reserve the right to reject any and all bids.
 
Mayor and Council may award the bid at their regular meeting on May 12, 2020.

Due to the outbreak of COVID-19; changes to the Clean Up Week bid need to be adjusted. Please note all changes and clarifications listed below:
 
  • No bidder may withdraw their submitted bids for a  90-day period.
  • A proposed date of Clean Up week will be changed to June 8-12, 2020.
  • Dumpsters are required to be on-site by June 5th, 2020.
  • The bid opening date and time remain the same; April 8, 2020 by 2:00 p.m.
  • All other specifications remain the same.
 
Bids must be submitted in a sealed envelope, addressed ATTN:  Charles Anderson, City Manager, City of Seaford, P.O. Box 1100, Seaford, DE 19973.  The outside of the envelope must be marked “Attn: City Manager, Clean Up Week,” and the bidder’s name shall be shown thereon.  All proposals must be made on the bid form provided in the specifications.  All proposals must conform to the bid documents.  Any exceptions will be evaluated for suitability and acceptance is at the sole discretion of the owner.
